Kagan

While medium-sized cities in Uzbekistan face many common challenges, each city is endowed with unique assets and opportunities that need to be unlocked/leveraged. This will enable each city to mobilize its full potential and allow it to develop a strong economic backbone for long-term sustainable local development. While some cities have an essential logistics/trade function that could be strengthened and transformed into a regional hub, others have cultural heritage or natural assets that could be leveraged to attract tourists, injecting their expenditure into the local economy.

Kagan is a satellite town of ancient Bukhara. Here is the starting point of the railways of Uzbekistan, which appeared 12 kilometers away from the city. The city has 2 archaeological and 32 architectural monuments of the cultural heritage of Uzbekistan. The most famous is the Palace of the Emir of Bukhara, architectural monuments of the old part of the city: the building of the Russian council, the synagogue, and others. 

Although the Emir's Palace, with its splendor, dominates the list, other sites such as the Italian Hotel and the Russian Consulate building are a testimony to the rich and interesting history of the town, and one that needs to be shared with future tourists stopping by in Kagan. The World Bank has identified Kagan's rich "colonial city" heritage as a great potential to support tourism-related economic growth. 

In the framework of the Medium-size cities integrated urban development project the following activities are envisaged: (1) Reconstruction of the sewage system of Kagan (2) Restoration and adaptive use of the Emir's Palace building and selected cultural heritage buildings in the city center (3) Urban upgrading of Kagan project areas (4) Organization of Kagan-Bukhara bus route (5) Purchase of various equipment and machinery for the Khokimiyat (6) Building of garage complexes to maintain the purchased special equipment.
