Chartak

The second largest city in the Namangan region (after Namangan), one of the most densely populated cities in the Ferghana Valley.

Chartak City is a key focus area under the Medium-Sized Cities Integrated Urban Development Project. The project aims to transform Chartak into a modern, well-planned, and sustainable city by enhancing urban infrastructure and public spaces. Significant improvements are being made in the water supply and wastewater systems to ensure reliable and safe services for residents. The city’s recreational and cultural spaces are being upgraded, including parks, pedestrian and bicycle pathways, and public amenities, creating more accessible and enjoyable areas for the community.

In addition, schools and kindergartens have been modernized to improve energy efficiency and create better learning environments. The city administration’s capacity to manage and maintain urban facilities has been strengthened through the provision of modern equipment and specialized service facilities. Overall, the project seeks to promote a balanced urban development, combining improved infrastructure, environmental quality, and social services, to make Chartak a more attractive and livable city for its residents.

 

In this regard, in the integrated development of urbanization, great importance is attached to the uniform and widespread expansion of cities, including medium-sized cities as important economic centers (hubs). However, rapid unmanaged growth, resulting in inefficiency and growing pent-up demand for infrastructure and utilities, has a negative impact on the quality of life and overall investment attractiveness of such cities.


Preliminarily, with the support of the World Bank, a comprehensive urban diagnostics was carried out in the selected pilot cities - Chartak, Kagan and Yangiyul, as a result of which factors were identified that negatively affect the quality of the urban environment: the lack of a system for the integrated and efficient provision of services, the need to replace and modernize the morally obsolete infrastructure, low levels of energy efficiency, lack of an acceptable urban environment, as well as the need to create conditions for attracting investment, creating jobs and increasing competitiveness.
