Kashkadarya Region

The project covers 6 cities: Kitab, Shakhrisabz, Guzar, Kasan, Dehkanabad and Kamashi

According to Presidential Decree No. PD-47 dated 31 January 2024, a total of USD 100.0 million has been allocated to the Kashkadarya region.

Within the framework of the project, in the medium-sized cities of Kashkadarya region (5 cities plus Qamashi – Maydanak), it is planned to construct and rehabilitate 206.7 km of drinking water networks and 6 water facilities, 227.9 km of wastewater networks and 3 facilities, improve 62.8 km of road infrastructure, install 80 street lighting systems, procure 70 units of small machinery, and construct or rehabilitate 4 social facilities.

For 2025, according to the project schedule, it is planned to implement construction and rehabilitation of 4 drinking and wastewater networks, 2 recreational parks, 1 House of Culture, and 1 Youth Co-working Center; prepare regional strategies and master plans for the region; and procure 70 units of specialized equipment, with a total allocation of USD 4.5 million.

Accordingly, 6 contracts worth USD 3.9 million have been signed, 2 technical specifications have been submitted to the PIU for approval, and announcement packages for 1 tender are being prepared.

Works currently underway in 2025 include:

  • For the construction and rehabilitation of drinking water networks in Kitob and Shahrisabz cities, a contract was signed on 12 May 2025 with “Asia Industry Invest” LLC, “Navoiy Suv Loyiha” LLC, and “Water Engineering-Pro” JV (Turkey, Uzbekistan). Design works, including preparation of drawings, capacity calculations, and detailed cost estimates, are ongoing (USD 0.62 million);

  • For the design of wastewater network construction and rehabilitation in Koson and Guzor cities, a contract was signed on 29 July 2025 with ALTER Uluslararası Mühendislik ve Müşavirlik Hizmetleri A.Ş. (Turkey). Design drawings have been prepared, and technical capacity calculations are underway (USD 0.9 million);

  • For the reconstruction of central culture and recreational parks in Kitob and Guzor cities, a contract was signed on 7 August 2025 with ULTRA GROUP LLC (Uzbekistan). Site surveys, design proposals, drawings, and renderings have been prepared and are being coordinated with district administrations (USD 0.1 million);

  • The specifications (quantity and capacity) of specialized equipment to be procured in the region have been approved by the regional administration, and a tender announcement for selection of suppliers is planned to start in December 2025 (USD 1.5 million);

  • For the construction of a House of Culture in Dehqonobod city, the Terms of Reference for engaging a design firm have been prepared by the PIU and submitted to the World Bank for review and approval. Once approved, the tender announcement is planned to start in December 2025 (USD 0.4 million);

  • For the construction of a Youth Co-working Center in Koson city, the Terms of Reference have been prepared and submitted to the World Bank for review and approval. Once approved, the tender announcement is planned to start in December 2025 (USD 0.4 million);

  • Additionally, under a supplementary plan, design works for the construction and rehabilitation of road infrastructure leading to the Maydanak area of Qamashi district have been initiated. A contract was signed on 15 October 2025 with “Qashqadaryo Kompleks Loyiha Qidiruv Ekspeditsiyasi” JV, and design works are underway (USD 0.24 million);

  • For the preparation of regional strategies and master plans in Kashkadarya (Shahrisabz-Kitob, Guzor, Qamashi, and Yakkabog) and Surkhandarya (Denov, Jarkurgan) regions, a tender was completed in August 2025, and the winning consortium was selected: Groupe Huit LLC (France, lead), Buro Happold LLC (UK, member), and InfraTech Consulting SDN Ltd. (Uzbekistan, member). Planning works in the regions are currently ongoing (USD 2.3 million);

According to Presidential Decree No. PQ-132 dated 1 April 2025, accelerated development measures are to be implemented in a total of 33 selected districts and cities across the Republic. In this regard, measures are being taken to prepare master plans for Qamashi and Yakkabog districts of Kashkadarya region, to develop project-estimate documentation for the administrative complex in Denov district of Surkhandarya region, and to prepare master plans for nine small areas (50–100 ha each) selected across these districts through additional agreements under existing contracts.
